Create a new tax on corporations who publicly trade stock in the US, but create a loophole so that the amount of wages paid to documented US workers greatly reduces the tax burden.

Create a simple identity card which confers no rights, but does register the worker in the national database. Include a photo ID, finger print, and magnetic strip.

Hopefully this is not too similar to tariffs. We could start with a small tax hit & trust the politicians to increase it as wisdom and opportunities allow.

We could just base the loophole on the dollars paid into the Social Security system, but I think its time for a National ID Card that includes all US workers, but without granting a right.

This will encourage bring jobs back home.

I'm surprised noone has commented.

If you start with 'create a new tax,' you probably lose a lot of readers, and me the first time. But I see that you're really just taxing to manipulate; you'll give it back to the 'good' employers.

It seems like this is a good idea, but I don't ever trust the government to implement something like this fairly or efficiently.

You'll create another bureaucracy that we all have to support.

I know many of the tin-foil-hat libertarians will be against an ID card, but I really don't know how that's different from what we have now with driver's licenses, SSN, greencards, TWIC cards, etc. I agree that we DO need a way to prevent illegals from working, hence preventing illegal immigration altogether.

So I'm in favor of the spirit of this idea, but not onboard with the new-tax implementation.

I share your concerns on the politicians' abilities to manage a tax or anything else. Still, how can we make changes?

Corporate taxes SHOULD be driven by loopholes. If we try to collect serious revenue the effect is usually a regressive tax that hits the working class harder than most want.

But now the loophole method gets demagogued by politicians... who cynically know how little thought & knowledge the US voters really possess. Swell.

Loopholes are supposed to encourage "good" behavior... its not supposed to be some trick, some bribe that created a stupid loophole... but rather something like encouraging corporations to pay wages in the nations where they sell their wares.
