With the decline of the economy and the current struggle for oil, it would seem like a win-win for both Russia and America if we were to lease Siberia. Siberia holds an abundance of various natural resources that lay untouched, such as oil and minerals. Russia hasn't already tapped into these resources because they lack the necessary technology to efficently gather and refine them. America does. With these resources, the United States could decrease their oil intake from OPEC and other Middle Eastern suppliers of oil, and would stimulate the economy with more oil and other natural resources being accumulated from America. Now, before you say that Russia would never accept this idea, consider their situation. Russia is attempting to make reforms within their government, but lack the necessary funds to start. With the United States leasing Siberia for somewhere between 25-75 years, for $750 Billion, both Russia and America will see benifits from this deal.

From what I hear, the US govt bank account is more than a little over-drawn right now. Anyway, if US based oil companies want to drill in Siberia, I would imagine the Russian govt would be willing to make a mutually beneficial deal with them. They wouldn't have to lease the entire region, just the oil fields.
