If cars can receive radio wave lengths, then it could also transmit them. So I suggest that the car would have a sensory machine that goes off when a car accident has occurred. Then the car free of charge unlike other services known by many would send a help signal to a preordained receiver. The authorities would then be notified and be sent to your rescue.

On-Star is already in use. . .
You have to pay something for on star, this would be built in the car and it would eleminate unwanted useless bills.
It needs to either use cell phone service or a licensed radio band. No unlicensed bands/"services" would be suitable or legal, or would otherwise end up being free, since at the very least a receiving network and dispatch center needs set up and maintained.
Practically, using the cell phone network makes most sense, since it is largely there, reliable, and used by other people.
A network dedicates for a purpose would cost more per user to maintain, since only those users would have to foot the bill.
