Good ideas do not come by handing out commendations. It is greatly just a matter of noticing something that might be better or more interesting which relies a great deal on the general understanding of the innovator of physical processes and general practices and the chance happenstances of luck and experience. Rewards make sense for the initiative of submitting an idea once it is conceived but the conception is too elusive for rewards to capture.
