Have a terminal where any electrical unit in your house that is not used for more than a certain amount of time to totally shut off all the power it uses, and automatically turns back on without losing the time and the connection on all appliances or signals.We tend to be lazy sometimes, knowing that these electrical things we have in our homes are still draining our power and we forget to shut them down. Now if we could invent a certain plug-in for all these, maaybe a self storage unit of some sort that holds enough energy to keep these little Phantom energy suctions, our power bills would lower some and save a lot of energy consumption in a long run. Sometimes even a little amount could cost you a lot in time.

I agree with your intention, but I'm not sure about your method. If you shut off the power to a TV for example, the clock will lose time. There is no way for an external device to keep the clock going with the power cut off. I think a better solution would be to require devices to comply with a maximum standby power rule. The rule would say that any device of a particular type, such as a TV, can not use more than a specific amount of power in standby. The exact amount would depend on the type of device. The maximum allowance would be high enough to allow only the bare minimum necessary functions. Some devices might have no power allowance at all. Of course, the rule would only apply to the manufacturers' future production. It wouldn't apply to devices already made.
Plug all of your "phantom loads" into a power strip and turn off the lighted switch on it right before you go to bed. Look under "power strip" on wiki and then under "green energy saving features".
