A baton shaped torch that has a grip in the middle and plastic clear sides. There would be two bulbs in the torch, a halogen tube light in the middle and a small compact (possibly LED) focusable torch at one end with a removable battery pack at the other (similar to ones used on cordless power tools).
The torch would also have a tilt switch integrated into the design. When the torch is held up right the tubular light would shine (illuminating 360 because of the clear body) and when its pointed 10-15 degrees off upright the top conventional torch shines(illuminating in a beam like conventional torches). Imagine walking into a dark room, hold it up right and light up all the room, something catches you’re eye so you point the torch towards the area, and the torch works like a conventional torch lighting up that particular spot. Controls to set the torch to shine in one of the ways (regardless of how its held) and to turn it on/off. This would be a useful household product and particularly useful for building work or cave exploration etc...

You mean something like this?
I forgot to mention, it doesn't have the tip-up switch you suggested. But personally, I would rather be able to control that function directly. There are also other similar but different products like this one.
