The concept is having a normal car/ bike tire with fibre optic strands imbedded in the rubber. If light was positioned on the inside of the wheel (like were the axle and brake disc is) it could shine through the tire (the wheel and bulb aren’t attached!) The draw backs of this is you would need a lot of fibres in the tire for the light to be bright enough which would reduce road friction, unless the fibres were only positioned in the groves of the tires that don’t touch the road. Also the ends or bulb could get dirty and not work effectively and the tires would have to have a special metal wheel rim (sorry i don’t know the correct word for the metal part of the wheel) that lets the optics protrude through. This idea isn’t a very serious one but it might give a car/bike designer a bit more scope because lights on the back wouldn’t be needed and on a chopper were most of the wheel is exposed you could display the brake lights, and indicator lights without having any actual visible lights. Or it could be used in conjunction with standard lights to increase safety.

Or you could just put a light in the fender and aim it at the tire. If you wanted it to appear the tire had the light in it, you could place little mirrors or prisms on it.
Otherwise, the difficulty of getting power to the lights and keeping them going will be way-more difficult than this one-time 'oooh that's coool' novelty will be worth.
