Airline seats should be mounted on rails, so the rows of seats could be moved up and down the aisle and locked into place. When the plane is less than full, the crew could move the seats (manually or automatically), so that passenger leg room is maximized. Some airlines (like United) charge a premium for a mere 5 additional inches of legroom. When the plane is less than full, the airline should make that spare leg room available to the passengers for free.

i suppose it could be done, but if the rail isn't strong enough, or if the seat breaks, isn't latched properly, etc. taking off or landing could break the legs of the person in the chair, or behind it, and in a water, or any kind of emergency landing, the seats would be likely to fly forward. even a successful water landing creates equal forces to crashing into a concrete wall at 30mph, easily safe, but very intense.
