This idea goes by another name "butt fan." The concept is a jock strap-esque garment with hollow, hole filled tubes connected to an eletric fan. The fan would be low profile for descretion, low voltage and low amperage and of course sealed from moisture.

A cool, dry groinal area can be more comfortable in warmer climates and for atheletes. Circulating air may also reduce the build-up of fungal growth(jock itch)
