Another GPS enabled cellphone app idea:

create a system that would enable the user to search for audio comments like the audio tours provided by museums (or text if they prefer)based on nearby user submitted historical/social/informational etc messages. Information left would be covered under the creative commons copyright and the community could be self regulating in a manner similar to Wikipedia. For instance, I would take interest in and mediate messages relevant to my local area in conjunction with others who agreed to monitor posts for that area. The content would be user generated and search able and spam and other fluff would be eliminated by the moderators interested in a particular location. Moderators could be start as submitters and be raised to moderator status after making, say, 5 submissions that were not rejected by a majority of the fellow moderators for that area.
