I understand that there is a problem with unloading refined gasoline at ports due to its flash point / explosive nature compared to crude oil. Further, I understand that we could be enjoying much cheaper gasoline if we could let countries like Russia do the refining and ship us the gasoline directly. Here is a solution: 1) build about 10-20 semi-amphibious landing craft that can hold about 4 tanker trucks each. Each has a minimal draft and has roll-on roll-off decks 2) make your own port by buying some coast property and building a paved road into the water. You might need to dredge out a small lane to the road, depending on the water depth and the draft of your landing craft. 3) pull up your giant gasoline tanker ship off the coast, even in international waters if necessary. 4) use the semi-amphibious craft to shuttle 18-wheeler tanker trucks to the ship empty, and return them full. The landing craft pull up the the "road" port, fold down their ramp and the tanker trucks drive directly to gas stations for delivery. -no storage needed! -computers can coordinate on-demand shipping! -hoses connect the ship to the landing craft, up to 20 at a time! I'd sooner pay a bit more in plants with tighter enviromental controls than one would have in developing countries (which Russia essentially is)
I don't see how transporting refined gas on 18wheelers latched onto a barge is better than the current imperfect system. One mishap and an entire tanker ship full of gas is in jeopardy.
