For the last several years Israel has been the top recepient of our foreign aid. This idea wouldn't change that. In fact, it would encourage the U.S. to increase the amount of that aid. There would be one new condition attached to this aid though - Israel would have to use fifty percent of it to help the Palestinians. The aid would be offerred on a take-it-or-leave-it basis, and each following year's aid would be dependent on Israel showing it had actually spent the Palestinians portion on the Palestinians. (Or better yet, we could give Israel's foreign aid to the Palestinians and require them to use fifty percent of it to help Israel.)
