The title is only half of this idea, the other half would be for countries to unite and push for Jerusalem to be declared a World Heritage site. In order to keep the various religious sects who claim pieces of it from fighting one another the administrators of this World Heritage site would come from other religions that have no claim on the area (Buddhism, Shintoism, etc...).

If this was done it might finally provide a path to piece in the region. Having the United Nations located there would turn it into a multi-national human shield of sorts. Israel could safely return the Golan Heights to Syria (espcially if part of it was also given World Heritage status and some administrative offices located there), which would decrease the tension between those two states. Jerusalem would find itself with an impartial arbitrator when it came to disputes between the sects over any specific holy site in the city, further reducing tensions.
