Most high schools require graduates to pass assessment tests in English Reading and Writing and Mathematics. Yet many of these students fail the college entrance exams in these subjects and have to take prep courses to be able to attend college. The cost to public education is astronomical. Solution: make the college entrance examination tests a requirement to graduate from high school, do not allow financial aid to pay for prep courses and stop making community colleges institutions dependent on teaching prep courses.

It was that way at once, in Ontario Canada, kind of.
You took (and passed) another (mostly academic) year of high school to bring you to University (high-level college) entrance levels. Of course, you still need to pass the entrance exam. If you wanted to go to a trade college, an apprenticeship, or directly enter the work force, you didn't need the extra year.
They abolished that a few years ago, so all students run through 4 years.
