Why don't grocery stores use congestion pricing? They're always massively crowded on Saturday and Sunday mornings, and much less so on, say, Tuesday afternoon. Surely both the stores and the customers would benefit from a smoothing out of the cycle. Obviously, it would be bad PR for a store to put a surcharge on weekend shopping, so instead they'd call it a "discount" for weekday shopping. Something like, "Anyone who shops between 9 AM and 5 PM, Monday through Friday, gets an automatic 1% discount."

The store would probably lose money doing that. First, they would lose because of the discount. They would make less profit on the sales. If more people come in to get their groceries on discount days, the store will lose that much more profit. Second, it is cheaper for the store to schedule more workers on the busy days and fewer on the slow ones. For example, on Tuesday they might only schedule one cashier. If they don't know which days are going to be busy, they would have to schedule more employees every day.
