the government should send a survey to every house asking the homeowners how many light bulbs they have in their house and what type(for example if u have long tubes) and send the owners a free package of the energy suffiecent light bulbs that are spiral. they should convert the plants that produce the old bulbs so that way we have a better energy source and no one loses there job

The lighting industry is, at this time, in flux producing new and more efficient light sources at a rather rapid rate. It would not be wise for government to make a large commitment towards any particular product even if this might seem economically wise at this time.
Our government cannot currently afford to give away billions of light bulbs. There are however efforts underway right now to eventually outlaw the production of incandescent bulbs. I personally don't like fluorescent bulbs because they don't work with dimmers, which I have a lot of.
Sprial CF bulbs are rather inexpensive now, and lighting manufacturers are already transitioning to those bulbs and LED lighting.
There is no need for governments to give bulbs to homes, nor for them to take over traditional bulb plants and re-tool them for CF lighting.Some utilities could give incentives for users to switch though.
