How about taking out the freeweights (which creates stronger ex-cons) and put in stationary bikes?
We can take inmates out of their cells an place them on stationary bikes in huge gymnasiums.
They can spend every waking moment pedaling stationary bikes.Instead of sentencing criminals to number of years... sentence them to thousands or millions of watts generated by pedaling stationary workout bicycles. The sooner they generate their designated number of watts, the sooner they can get out. Wire all of these hundreds or thousands of stationary bikes together and prisons can then become electric utility plants... not coal burning, not natural gas burning, not nuclear, but pedal powered. Inmates that wouldn't have be sentenced to death or for life could then give Lance Armstrong a run for his money when they are released from their prison sentence.

And the stronger and perhaps nastier inmates are back on the streets sooner. People with physical limitations are therefore punished for the limitations of their bodies.
I'd love to see this put into action. Even if it doesn't reduce the inmates sentence it still gives them something to do that will benefit society. Maybe offer them small comfort incentives?
