Drivers license exams should be more difficult for young drivers so to make them realize what they don't know (so they'll stay in school) and to keep the "idiots" off the road. Instead of just studying a state provided drivers manual, the manual should be a college level textbook that provides everything a car owner/driver would need to know (how to buy a car, how to finance a car, why not to finance a car, how to maintain a car, how to insure a car, what happens when you get your license suspended, etc). A more difficult DL exam would either raise IQ levels or make for less crowded roads. The exam would be multiple exams... each part needing to be passed before a DL could be issued. I might also suggest a more difficult exam every 10 years. All this should decrease accidents and decrease insurance premiums.

People in our society need to drive. Really aren't that many alternatives in my rural-area. So why is making it harder good? Seems to me the best way to be a better driver is to practice at it. In a plane, you solo, then they make you fly it solo for many hours even before you can test for the license.
I really don't believe making the paperwork harder will decrease accidents.
Accidents are caused by people doing the wrong manuever or not seeing something. Knowing how to insure a car or buy a car won't prevent any accidents. Also, buying a car would be a subject for conjecture--I personally go with a dealer friend to the wholesale auction to buy cars--not recommended for everyone, but I can get a cheap price even though I'm rolling the dice.
