If everyone had a voter registration card that had a magnetic strip, on election day or during early voting, everyone could use go to an ATM, put in their voter registration card (instead of an ATM card) and the ATM would "turn into" a voting "booth".

Sorry, no. As secure as the ATM networks may be for banking information, I am not trusting private/commercially owned machines with my vote.
It is bad enough that we have to trust voting machines made by private companies, even in the hands of the electoral agencies.
So let me get this straight classicsat, you're willing to risk your life's savings to a bank computer, but not your vote? Anyway, could you imagine the lines at the ATM? And what about the poor schmuck who just wants to get some cash?
I would rather vote on my home PC. We have card swipers and thumb print ID devices - why not use them for voting? And we could go back and change our vote up to the voting day deadline. If you find that someone has stolen your info (your SS# should not be used) and voted for you, then you could go to your local precinct and vote manually, which would override the PC vote.
And the voting website could be as secure as your bank's, or the Pentagon's (poor choice - maybe Wal-Mart).
