When will the manufacturers begin to place a flashlight function in cell phones, or allow a button to activate the camera flash LED. Who hasn't used the screen on their phone to illuminate a dark path, room or whatever.

Maybe they don't want to detract from the features of the phone by reducing already scarce battery capacity?
actually quite a few phones have a small high-intensity LED flashlight built in, 2 of my phones have had it. but it definitely kills the battery fast, i played with mine, the LED, even with it's high efficiency, can kill a full battery in about 15 minutes, so it's good for finding your keys, but that's about it, if you wanted to go for a walk, or use it in a black-out, you would be killing your phone very quickly.
