Perpetual motion is best described by Newton`s 2nd law of motion.A chunk of matter continues to move in the direction of its motion with the same speed unless influenced by outside forces.Isn`t the motion of planets around the sun an example of perpetual motion.Or the motion of electrons around the nucleus of atoms in their designated quantum states.
Qoite a long time ago I had seen a so called perpetual motion machine,rather a toy,made up of glass,consisting of a joker with a head and a big belly.A glass straw attached to its mouth could be dipped into a continer with reddish water in front of the joker.Its belly and the container were also connected by a pipe.The joker would sip water from the container,its belly would get filled and fall around a pivot and the water would be back in the container and the toy joker would again be upright to sip again,the motion would go on indefinitely without any fuel.Actually it was not any perpetual motion toy because what drove it was surface tension of water,capillary motion and gravity.It may be an example of sipping energy from the energy rich environment slowly,relaxedly and recycling it too.

antripathy, you've again come up with an entry that doesn't seem to be an idea. And the proposal that the planets are perpetual motion is evidenced false by the crater-marked surfaces of the planets. Orbits do decay and planets do crash into larger bodies. But yes, this is probably as near to perpetual motion as you can get --I don't know the answer to atoms/re perpetual motion. We do know how to harness rotational energy from planets when transferring orbit--are you suggesting that we come up with a way to turn this motion into energy we can use?
Also, your explanation of the the dipping-bird toy is insufficient in that you neglected to mention the source of the external energy: heat. It is a heat-engine.

To construct this concept I wanted to take the help of Newton`s 1st law of motion but it got expressed as the 2nd law inadvertently.I feel extremely sad for the mistake.
