One of the biggest problems in our country, especially in high fire areas is cigarette started fires. Because smoking has become so "unpopular", many smokers "hide" their habit. One of the ways they do this is to not use the ashtray in their cars. Many people throw their cigarettes out the window to pretend they don't smoke much.Anyway, my idea is to have a "cigarette toilet", standard on all cars (and invent a retrofit one for older cars).I call it a toilet because it should have water to insure the flame is out, flush it down a stainless steel tube to a screened tray under the car. (Screened because people won't remember to empty them.) It could be on the door as a bump at the dashboard, having one for each door (no excuse for the passengers not to use).

Good intention, however a problem easily solved with an aluminum can with a little fluid in it.
