I've noticed that more and more drivers are failing to signal when making turns, even at dangerous intersection or in places where it's not obvious that they are intending to make a turn. The idea is to use GPS systems to track the car's movements. When the driver makes a left-hand turn of greater than 70 degrees and has made a proper signal, the driver gets a short vibration massage from the driver's seat. When the driver has failed to signal, the car applies a light electric shock to the driver's seat. Hugh R Heinsohn

What happens when you go down a mountain switchback?
However, on the flip side your idea could work. If a person leaves their blinker on for 1/4 mile, then they would get an audible signal (shock if it is on for 1 mile).
