How about free post-secondary education until you fail a course? Those who do not meet standards or must repeat courses should be made to pay the full cost of their education while those who are passing continue to reap the rewards of their hard work. have the party animals supplement the system!

IME, those that do poorly in school tend to come from economically disadvantaged families. Not all, but some anyways.
Your assumption is that there is a willful reluctance to learn and that everybody has the same capabilities and that all teachers are equally capable. Punishment is not always the right answer to a problem.
My first problem with this is, who is going to pay for this? My second problem is, how are we sure the material is presented in a reasonably understandable manner? For example, I'm a VERY fast reader, always have been, and my comprehension is very high, usually over 95%- I can learn quickly from reading the textbook. My son, however, isn't so receptive to written material, but absorbs videos readily, with nearly 100% comprehension.
