I would feel much less in danger of public contamination of infection if flushing public urinals and toilets and taps in sinks in these facilities were operated by foot pedals.

You know, I know plenty of people that hit that flush lever with their foot...
But you can't reach the flush handle on urinals with your foot. Actually I have seen public toilets with a foot pedal for flushing. I like the idea of a foot pedal for the faucet. I have seen those gizmos where you put your hands under the faucet and the water turns on, but they are unreliable.
When i Was in College we had foot pedals for the very reason that you have mentioned. Problem is, people with disabilities often could not press the pedal easily. Also some where just lazy and didn't bother flushing at all.
Its a great idea that never took off. But, we have motion sensors now in more modernized bathrooms today which help out quite a bit.
Now if only they could figure out a technology that made people wash their hands when before they leave the bathroom.
Some bathroom facilities operate using infrared sensors, no hands or feet required.
