How many times have you lost the key to your baggage? One solution to this problem could be number locks. But, (1) numbers are cryptic and one may forget the number, and (2) the currently used 3-digit number locks are easily "decrypt"able. My suggestion is to have "name" locks, that have, say, 8 chars for a "password". Conceptually, it would work exactly like number locks, but fixes problems (1) and (2).

It would take some playing to get a set of wheels to spell english word (which are considered weak security when it comes to internet passwords).IMO, just a random set of numbers, may be 16 "characters"pre wheel, at 6 or 8 wheels would do.
As I understand it, no one likes passwords; it's just that better alternatives aren't practical. I don't see how more passwords can be a good thing.
