Why should the rich be given the benefit of the doubt that a tax break for them will produce new jobs? Lets simply get scientific about it and have PROOF. The priviledged should have to prove with documentation how many and WHAT KINDS of jobs they have "Trickled Down" to the poor rabble. This documentations should include pay, benefits, health coverage, retirement, long-term prospects and job security. If you created nothing with your tax break - RETURN IT. Business Executives moving jobs "Offshore" should have to RETURN their tax refund. Corporations who lay off their work force should have to RETURN their corporate welfare. This would allow us to reward the business executives and organizations that really ARE helping the nation and the rest should rightly NOT receive our hard-earned taxes.

Nice idea, in concept, but the government agency created to process the "proof" would probably end up wasting any money that they possibly saved.
You know what else might work? It would be cool if you gave people $500 and then if they returned with $500 in retail receipts (putting the money into the economy) then they could get another $250, and then $100 (has to end somewhere). This would keep the rich from just putting the money in savings or the stock market, and get real money into the economy.
I agree that companies that are 100% American should get tax breaks that companies that Offshore/Outsource labor do not get, and that there should be accountability for companies that get federal grants or tax breaks to create American jobs.
Still it is an idea that would need much more work to really pay off.
Businesses aren't in business to "help the nation." They're in business to make money. To do so, they must often employ people. This self-interest "help(s) the nation." Businesses shouldn't have to prove anything of the sort. Their success in the marketplace is proof enough.
