A mass-produced automobile that can also be used as a hovercraft. There are many hovercraft kits available, and one can construct one for under $10k or buy a fully assembled unit for about double that. Some models even come with canopies so that one could travel over all sorts of surfaces in great comfort. The only problem, hovercraft cannot be used on the road, since they float on a cushion of air and because braking is a non-event. Now if they had retractable wheels one could just drive one from home, straight to the beach, and then head for the Outer Banks. No more waiting for the ferry.

Basically, a hovercraft is a low flying aircraft without the large free volume surrounding it to permit sloppy movement. It's not only braking that is a problem but controlling movement on curves and above hilly surfaces. And they are very noisy. Perhaps retractable wheels to control direction changes might be possible. Braking could be accomplished by letting the thing drop to the surface.
Or, buy an Amphicar, or a Dutton Mariner. Lousy cars, not very good as boats, but they do both, sort of... Or, find an old US Navy DUKW...
