I have had to go on trips for a week or two and I have a pet that I have had to leave behind. Boarding, at least in New York City, costs about $16 per day which is very expensive for me. Why couldn't there be a community organization of pet owners who would care for each other's pets at a more nominal cost but mostly in exchange for future pet boarding by the group. They could be registered through the internet throughout the country so a local member would be easy to locate.

One system is called "friends". Also, pet stores have bulletin boards. $16 is CHEAP boarding. Many people want to board their pets at the same time, too (school breaks, for example, or weekend nights), creating a supply-demand imbalance for similarly situated people who might be in the same community group.
This could be well organized via the web. The petsitters exchange.
One website where this might easily be organized on would be tribe.net they have a great set of tools to create your own tribe and manage its members. you could post pictures of your animals and there is a message board for posting messages as well as an event scheduler for planning that trip.
I'd probably have too much of a trust issue with anyone else taking care of my beloved pet. I barely trust boarders, and they usually are experienced and have the proper facilities for pet care.
