The only viable solution to stopping spam is to make it economically unattractive. If everyone had to pay to send email, say 1/2 cent per email, it would put the spammers out of business. For the spammer, sending a milion emails would cost $5,000. For the average user sending say 100 emails per month, it would cost 50 cents. No more worries about spam stop software because there wouldn't be any spam. Just like junk mail, only deep pocket, legitimate sellers would want to send email and they would be sure that they were sending only to opt-in targets who wanted their messages.

The problem would be tracking the spammer and charging them. Since so many use fake addresses and methods of sending the e-mail, they'd probably find a way around it.
There is no tracking of the spammer necessary. My idea charges EVERBODY. The spammer just gets caught in the net.
Legally, technically, and politically unviable.

Well, snailmail spammers don't seem to be to hindered and they pay a whole lot more per piece delivered.
