We should look for ways to make it likely that the proclivity of certain people to take risks (as in buying bulk perishable foodstuffs) for retail trade will contribute to the redesign of our cities and towns. Jane Jacobs identified the mercantilist as the more civilizing of two dominant secular forces in society, the other being militarism.
