The design e2 (http://www.design-e2.com/) episode on Bogatá has anexcellent example of this idea in action. The new bicycle paths built there all link with the major transit hubs as well as the major parks and recreation areas.
It should also be noted that Bogotá has smaller buses for routes in the suburbs. It's a very interesting model, and seems to work well.
