Not only farmers but local growers could use the space.

By local growers, I'm guessing that you mean people who are growing things in their backyard or community gardens? I know that there are policies in place that effectively keep produce of this kind from being sold in markets. Can anyone offer a pointer to which regulations or policies keep this from being done in practice?
