Ottawa can guarantee clean, safe, inexpensive, and reliable electricity by building electricity generation plants in or near the city that use fission to produce the heat needed to run the turbines. These local fission systems should be large enough to power the city without importing energy through the grid. The city could be non-polluting and off the grid within ten years since nothing within the city itself would have to change.
