Garbage collection should be sold to people on a metered basis; the more garbage you generate, the more you pay. Some municipalities sell stamps, stickers, etc. that you have to put on every bag that is put at the curb for collection.

At least the full costs should be charged, including maintenance of the landfil sites, construction of replacement ones, pollution caused by the entire process, etc.

Citizens would then realize that garbage is not something that you put on the curb once a week that misteriously disappears by itself.

There is a stress between the value of garbage collection as a common good and its value as a service to individual members of society. It is definitely both. If garbage collection is not "free" (enforced and paid by common taxes) some users will not offer their garbage for collection, but will instead find ways to cheat, most of which will end up littering and polluting our local environment.

I don't offer this comment to dismiss the suggestion. Merely to point out that the suggested garbage regime will create new problems, not just remove old ones.
